The over-arching theme for STAR V, "Mitigating Risks: Containing Costs", acknowledges the need to find cost-effective solutions for the provision of enhanced security for trade and people movement.
The development of 'partnerships' between the public and private sectors will be a major focus of STAR V. This recognizes that, in an increasingly integrated and inter-dependent APEC region, public authorities cannot work to enhance security for people and trade without input and cooperation from the private sector, and vice versa. Shipping container security and port and airport security officials, freight forwarders, transport logistics companies, identity security specialists and practitioners, supply chain managers, and trade and identity security technologies companies are expected to participate in the STAR V Conference. |

Under the theme, "Identifying future trade facilitation opportunities," panelists from the public and private sector will discuss their perspectives on tracking and facilitating cross-border shipments. As the business community offers its assessment and guidance with such measures, customs officials will discuss the potential trade facilitation benefits and relevant implementation issues. Participants will also discuss how to measure impediments to trade using the time-release survey which is designed to measure the time taken from the arrival of goods at the port until their release.
Importers and exporters are the drivers of international trade and the ultimate beneficiaries of increased trade facilitation. Freight and logistics providers, along with government, have a significant impact on the flow of international trade. These players will share their views and experiences in order to develop new facilitation initiatives in an environment of ever increasing volumes of trade. |

Ministers will review and assess the state of the Doha Round of WTO negotiations and consider what further action can be taken by APEC to bring it to a successful conclusion. On the regional front, APEC's second trade facilitation action plan (TFAP 2), designed to achieve a reduction in trade transaction costs of 5 per cent by 2010, will be discussed. Ministers will address how to intensify and progress APEC work on behind-the-border and structural reform issues and will also discuss and provide guidance on the development of further model measures for regional trade arrangements (RTAs) and Free Trade Agreements (FTAs).
Ministers will consider the presentation of a report on Regional Economic Integration, including the development of a Free Trade Area of the Asia Pacific as a long term prospect, to Member Economy Leaders. Ministers will also receive a preliminary report from the APEC Business Advisory Council (ABAC) on its priorities and recommendations and will discuss processes adopted this year to improve dialogue and strengthen cooperation between APEC and ABAC. |

| The workshop will focus on generating strategies to strengthen Alternative Remittance Systems (ARS) and Non Profit Organizations (NPOs) from abuse by terrorist groups. These strategies will be discussed in relation to the international standards set by the Financial Action Task Force (FATF) and in light of regional best practices. The forum will examine effective implementation mechanisms and the role of Financial Intelligence Unit (FIUs) within the design of domestic regulatory models. |

| The Seminar aims to generate information in the developing APEC economies relating to the involvement of best practices for SME's in the process of the internationalization of individual economies. Such information will identify the specific barriers confronting small and medium-size entrepreneurs. New successful tools that can be implemented in members' economies will also be identified to give SME's potential and real access to the international market. |

| The APEC Finance Ministers' Process provides an annual forum for APEC Finance Ministers to exchange views on regional macroeconomic and financial developments and on national and regional policy priorities. Finance Ministers will be discussing how to ensure transparency and sustainability in public balance sheets, and steps to deepen and integrate private capital markets in the region. |

The purpose of the workshop is to exchange best practices among relevant authorities in the APEC region and raise awareness by bringing the money laundering and corruption nexus to the forefront of understanding among officials and the public. Through this workshop, a minimum level of standards for implementation by economies will be clarified and a network of professionals in anti-corruption and anti-money laundering will be established for sharing information and practices.
The key objectives of the workshop are: exchanging information on domestic laws and regulations to combat corruption related to money laundering of each member economy; sharing ideas and best practices based on the recommendations and efforts made by several international and regional organizations; and establishing a network of experts to effectively implement those measures. |
